Yes my bad, you need to get positive votes from all the members. The rule had changed a while ago to insure that all members are good and willing to support eachother with no inner conflicts.

Your best bet now however, is to work on making the ones who voted no think otherwise of you, and the next time you apply, you'll be confident that every [NO] member has no issues with your ingame stuff, therefore you'll be accepted in no time.
